Oman signs feasibility study to advance heavy oil development in Block 71

January 05, 2026

The Government of Oman has signed a feasibility study agreement to evaluate the development of heavy crude oil resources in Block 71, using advanced electric heating technology aimed at improving recovery from challenging reservoirs.

Under the agreement, the Ministry of Energy and Minerals will work with Westlawn Middle East LLC and Salamander Solutions Middle East LLC to assess the technical and commercial viability of applying Salamander’s proprietary electric heating system in the block. The technology is designed to enhance oil mobility in high-viscosity reservoirs through in-situ heating.

As part of the feasibility study, Westlawn and Salamander will be granted the right to drill appraisal wells to gather subsurface and operational data. The results will inform whether the technology can be deployed at scale and support commercial production from the block.

If the study demonstrates positive technical and economic outcomes, the parties intend to enter negotiations toward a long-term concession agreement for Block 71.

The feasibility study is expected to begin immediately and conclude within two years, aligning with Oman’s broader strategy to unlock complex hydrocarbon resources through advanced recovery technologies and targeted upstream investment.
