Secretary of the Interior Sally Jewell has named former Vice Admiral Brian Salerno as director of the Bureau of Safety and Environmental Enforcement (BSEE), which provides federal oversight for oil and gas operations on the Outer Continental Shelf. Salerno, who retired from the U.S. Coast Guard last year, will serve as the third director in BSEE’s history, following the departure of Jim Watson at the end of August. At the Coast Guard, Salerno worked predominantly in maritime safety, security, environmental protection and emergency response.


Willbros Group has promoted Mike Futch from V.P. and general manager of Willbros Construction, to senior V.P., Regional and Integrity Construction. Futch will be responsible for leading and directing the Northeast and Southeast Regional business units, coupled with strategic planning and execution of a fully integrated service line targeting Integrity Construction. Futch has more than 16 years of experience in the pipeline industry.


Univar Inc., a global chemical distributor, has named George Makar as its new regional V.P. for EMEA Oil & Gas. Makar will be based in Abu Dhabi, UAE, and will report directly to Univar’s Global Oil & Gas Industry President, Chris Oversby. Makar’s appointment marks Univar’s continued focus on expanding its presence in oil and gas. Makar has more than 30 years of oilfield and senior management experience, including work in the Middle East, Africa, Europe and Southeast Asia.


Oil and gas law firm Andrews Kurth announced that international upstream and downstream lawyer Jubilee Easo will join the firm as a partner in the London office, pending regulatory approval. Easo has advised oil and gas companies and state entities, worldwide, on a wide range of acquisitions and developments, LNG regasification projects and shipping initiatives. She previously served as senior corporate counsel at London-based Premier Oil. Earlier, Easo worked as in-house counsel at India-based Reliance Industries Limited, and also served as a senior associate at Ashurst LLP in London.


The Idaho Oil and Gas Conservation Commission was created by the state’s 2013 Legislature, to regulate the exploration, drilling and production of oil and gas resources on private, state and federal land in Idaho. Previously Gov. Butch Otter (Republican) and the other four constitutional officers who make up the Land Board served as the oil and gas commission. Per the new structure, Gov. Otter in July appointed five new members to the reconstructed commission.  Representing different interest groups, they include James Classen of Boise (geological interests), to a four-year term; Ken Smith of Boise, (oil and gas interests), to a four-year term; Margaret (Marg) Chipman of Weiser, (landowners with mineral rights), to a three-year term; Chris Beck of Hayden Lake, (water interests), to a two-year term; and Sid Cellan of Soda Springs, (landowners without mineral rights), to a one-year term.


CenterPoint Energy and OGE Energy have named the senior operations leadership team of their natural gas midstream partnership, Enable Midstream, which includes CenterPoint’s interstate pipelines and field services businesses, and OGE’s midstream business, Enogex. The new leadership team includes: COO, Keith Mitchell (above), who was president of Enogex and was a member of the Enogex board of directors; general counsel, Mark Schroeder, (from CenterPoint); senior V.P. – Field Operations, Engineering and Construction Walter Ferguson (from CenterPoint); senior V.P. – Pipeline Commercial Operations, R. Poe Reed (from CenterPoint); senior V.P. – Gathering and Processing Commercial Operations & Administration, Steve Merrill (from Enogex); senior V.P. – System Optimization and Daily Commercial Operations, David Jewell (from CenterPoint); senior V.P. – Environmental Health & Safety and Compliance Services, Pete Kirsch (from CenterPoint); senior V.P. – Project Management Office, Paul Brewer (from Enogex); and chief accounting officer, Tom Levescy (from Enogex).


HB Rentals, a Superior Energy Services company, has named Peter Armstrong as V.P. of business development. Based in Houston, Armstrong’s responsibilities include new market analysis, managing the corporate marketing function and driving growth through global customer relationships. Armstrong joins HB Rentals with prior experience in business development.


Wood Group Mustang has named Bob Lindsay, CEng MIMechE, president of its Offshore Business Unit, leading its global strategic direction and development. A native of Australia, Lindsay brings to the table 35 years of management experience in international offshore business operations, having held various senior and executive management roles. His expertise includes design, construction, project management and business development of production facilities.


Basic Energy Services, Inc., said that, in connection with his prior announcement of retirement by the end of 2013, Ken Huseman, president and CEO, will retire on Sept. 30. As part of a previously announced leadership succession process, Roe Patterson, currently senior V.P. and COO of Basic Energy Services, will succeed Huseman as president and CEO of the company, effective Sept. 30. Huseman will remain a member of the board of directors, and Patterson will be appointed to the board, effective Sept. 30.


CEONA has appointed a new CFO, as part of a planned succession. Michael De-Rhune, previously V.P. of finance, stepped into the role of CFO, effective Sept. 1. De-Rhune has substantial experience within the offshore arena, having previously worked at Acergy and Subsea 7, and has been working with current CFO Stuart Jackson on his succession, since joining the company in early 2012. Jackson stepped down as CFO and executive director on Sept. 1.


Helmerich & Payne has announced that, effective upon the conclusion of the annual stockholder meeting on March 5, 2014, chairman and CEO Hans Helmerich will retire as an employee, and transfer his CEO responsibilities to John W. Lindsay (above), the president and COO. Helmerich will remain chairman of the board of directors. Lindsay joined the company in 1987 as a drilling engineer, and has since served in various positions. Lindsay became executive V.P. and COO in 2010. In 2012, Lindsay was promoted to president and COO of Helmerich & Payne, and appointed
a director.


Summit ESP has appointed Mark Neinast as director of marketing. Neinast, who will office in Summit’s Tulsa headquarters, will assume all of the company’s marketing responsibilities.


Patrick J. Campbell, founder, patriarch and leader of Wild Well Control and BTI Services died on July 27. Known in the industry as a visionary entrepreneur and well control expert, Campbell personally went on hundreds of well control incidents around the world, while working with Boots & Coots and Wild Well Control. He spent more than a year leading a team in Kuwait to extinguish oil well fires set by Saddam Hussein during his retreat from advancing U.S. forces during the Gulf War in 1991. Campbell also played a leading role in the team of experts seeking to control the 2010 Deepwater Horizon blowout and oil spill in the Gulf of Mexico.
