Texas Railroad Commissioner Tony Garza was named chairman of the Railroad Commission. Garza pledged to work with his fellow commissioners to address the current crisis in the oil and gas industry, while looking ahead at ways to streamline the agency and make it more efficient.

Kenneth W. Crouch, corporate senior VP, will lead Kerr-McGee Oil and Gas Corp. following completion of the merger with Oryx Energy. William H. Kaufman will become VP and managing director of UK operations, and David A. Hager will serve as Gulf of Mexico operations VP. Patricia L. Horsfall will be worldwide exploration VP. David R. Kimes will serve as domestic onshore VP. James Kleckner will be engineering services VP. Nick W. Atencio will continue as international VP, and Jeffrey W. Lund will continue as portfolio manager.

The Houston Chapter of the Society of Independent Professional Earth Scientists elected Jerald E. McQueen, chairman; Raymond N. Blackhall, chairman-elect; C. Randall Schott, secretary and Patrick J. Shannon, treasurer. Deborah K. Sacrey and Craig Moore will continue as national directors.

John R. Beltz, Jr., joined Bates Churchill Advertising as management supervisor VP.

A new Committee on Natural Gas was formed at the request of U.S. Energy Secretary Bill Richardson to reassess a 1992 Interstate Oil and Gas Compact Commission study "Potential of Natural Gas in the United States." It will focus on industry’s capability to meet growing natural gas demands, and will compare 1992–1998 actual supply/ demand with projections made in the 1992 study. Texaco chairman and CEO Peter I. Bijur will chair the committee, with Burlington Resources vice chairman H. Leighton Steward as vice chairman for the supply issue. William A. Wise, El Paso Energy chairman, president and CEO, will serve as the committee’s vice chairman for the distribution issue. Christine Hansen, Interstate Oil and Gas Compact Commission executive director was named to the committee also.

Texas Pup, Inc., appointed Richard A. McMahon manager of its Willis, Texas, manufacturing plant.

Paul J. Norris assumed the title of chairman, in addition to his duties as president and CEO, for W. R. Grace & Co.

Waukesha Engine Division appointed Corwin R. Nelson engineering VP. Gary D. Staker was named manufacturing VP, while Stan Blakney became director of environmental quality and safety. Everton W. Haines was appointed VP-Waukesha Power Systems.

Marvin T. Taylor joined Petris Technology Inc.’s corporate business management group as product line manager.

Shay D. Asad, chairman and CEO of Raytheon Engineers & Constructors, was named to United States Energy Association board of directors.

Robert Stayton was named Gas Research Institute’s E&P and customer partnerships manager.

Oklahoma Secretary of Energy Carl Michael Smith, Interstate Oil and Gas Compact Commission vice chairman, presented the Railroad Commission of Texas (TRC) with the 1998 "Energy Education Award" for its efforts to educate young people about oil and gas. TRC was selected for programs including Texas Energy Awareness Month and education programs to teach students and citizens about petroleum and its contributions to Texas’ culture and economy.

Consolidated Natural Gas elected E. J. Marks III corporate secretary.

Osmonics, Inc., promoted Roger S. Miller to senior VP, corporate sales and marketing.

Wendy L. Straatmann joined Samson as geologist.

Marathon Oil Co. appointed G. David Golder to Asian operations VP, international production. He will retain his current responsibilities as executive VP, upstream division, Sakhalin Energy Investment Co.

Robert Stayton was named Gas Research Institute’s VP, E&P manager, and customer partnerships. Thomas R. Sifferman was named new regional technology transfer agent, working with the Texas Independent Producer and Royalty Owners Association.

Nematron Corp. appointed Richard Penington sales and marketing senior VP.

Gregg K. Farris was named as information technology VP for Oceaneering International, Inc.

Chaparral Resources, Inc., appointed Dr. Jack A. Krug president and COO.

Occidental Oil and Gas named Dr. Dale Laurance chairman and CEO, in addition to his duties as president.

Newpark Performance Services, Inc., named Joseph B. Johnson as president.

Aker Maritime named Sverre Skogen as president and CEO. David Rayburn became executive VP, Aker Maritime UK. Svein Eggen was named executive VP and COO. Jan Roger Olsen is executive VP, products and well services. Jon Erik Reinhardsen was named executive VP, Aker Geo. Lasse Petterson became executive VP, Aker Maritime Inc. Rolf Th Waage was named executive VP, maintenance and operations, while Jarle Tautra became executive VP, Storprosjekter i Norge, and Jan M. Wennesland is senior corporate advisor.

Pinnacle West named William Post CEO in addition to his duties as president, succeeding Richard Snell.

Kenneth Knatz was named new business development director of Texaco Latin America. David C. Codd was named upstream managing director, Texaco Ltd., and director of new business development for Europe, Africa and the Caspian region.

Stirling D. Pack, Jr., was elected investor relations VP for Coastal Corp.
