 By unanimous vote, the Texas Senate confirmed Taylor County Judge Victor Carrillo as the latest member of the state’s Railroad Commission. Carrillo succeeds former Commissioner Tony Garza, who left last November to become US ambassador to Mexico. His appointment by Gov. Rick Perry lasts through the November 2004 general election. Carrillo has committed to running for a full, six-year term next year.

 State Rep. Vic Kohring (Republican) recently assumed chairmanship of the Alaska House Oil & Gas Special Committee. His goals for the committee are to make more lands available for leasing, streamline Alaska’s regulatory/permitting process and create industry confidence by maintaining low taxes.

 Industry veteran Jeffrey L. Mitchell joined Vanco Energy Co. as VP, new ventures. He has 30 years of international exploration experience.

 Albert W. Bally will receive the Distinguished Achievement Award for Individuals at the 2003 Offshore Technology Conference. Considered one of the most influential geologists in the world, Bally is recognized for his work in onshore and offshore basins, where he has been instrumental in the recognition of hydrocarbon resources estimated in billions of barrels of oil equivalent. His work has focused on the structural interpretation of seismic reflection profiles, which led to better understanding of the upper crust’s complex geology.

 GlobalSantaFe Corp. said that C. Stedman “Sted” Garber, Jr., announced his intention to retire from his position as president, CEO and director as of May 6, 2003, the date of the company’s annual general meeting. Jon A. Marshall, currently COO, will succeed Garber as president and CEO.

 Greg Matiuk, executive VP, administrative and corporate services, has elected to retire after a distinguished 36-year career with ChevronTexaco Corp. He was elected a corporate officer and became VP strategic planning and quality, in October 1996. He was appointed VP, human resources and quality, in October 1998. He achieved his current position in 2001.

 Apache Corp. has appointed Floyd R. Price and Rodney J. Eichler as corporate executive VPs, and Jon A. Jeppesen as senior VP. Price runs Apache Canada, Eichler is head of the firm’s Egyptian operations, and Jeppesen is in charge of the Gulf Coast Region. All three have been with Apache 10 years or more.

 Alexander Bespalov has been named head of Gazprom’s information policy department in Moscow. Bespalov was previously representative for the Penza regional government in the federal assembly. Before that, he was deputy presidential envoy in St. Petersburg.

 Warren Resources, Inc., appointed Kenneth A. Gobble senior VP, E&P, and Ellis G. Vickers was appointed senior VP, land management & regulatory affairs. Gobble previously served as engineering VP for Petroleum Development Corp. (Pedco), a wholly owned subsidiary of Warren Resources. Vickers will continue to serve as senior VP and general counsel of Pedco and as associate general counsel of Warren Resources, positions he assumed in September 2001.

 Westport Resources Corp. appointed Carter Mathies as VP and general manager of the company's recently formed Western Division, comprised of Uinta basin properties acquired in December 2002.

 Oklahoma-based Dr. Xianbuai Zhu joined Fusion Petroleum Technologies as seismic imaging VP. John Hooper joined Fusion Geophysical as general manager of geophysical analysis. 

 BG Group appointed Dave Roberts executive VP and managing director, Eastern Hemisphere. 

 DEATHS

 Elliott Holcomb Powers passed away on February 10, at the age of 95. He attended Lon Morris College, followed by Texas Tech shortly after it opened, earning a BS degree in geology. While a graduate assistant at the University of Iowa, he earned both MS and PhD degrees in geology. He joined Gulf Oil upon his graduation from Iowa, holding various management positions before joining Union Texas Petroleum. As exploration and production VP, he was instrumental in many successful endeavors in the United States, Canada, the North Sea, the Middle East and Indonesia. Most recently, he served as chairman of the board of Bayou Bend Petroleum Corp. Dr. Powers received Distinguished Alumnus Awards from Lon Morris and Iowa. He also received the first annual Pioneer Award from AAPG.

 Charles Ferdinand Miller passed away Feb. 15. He was born June 12, 1918, in Lake Charles, Louisiana, graduated from Texas A&M in 1940 with a degree in petroleum engineering then served as a captain in the US Army Artillery. After the war, he began his career with Gulf Oil in Houston, then joined Kerr-McGee.
